본 연구는 RISE(지역혁신중심 대학지원체계) 사업이 대학-지역 협력을 통해 지역 가치를 창출하는 메커니즘을 탐색하는 것을 목적으로 한다. 본 연구는 지역대학이 다양한 지역 수요에 대응하고 지역 현안 해결에있어 능동적 행위자로 기능한다는 전제에서 출발한다. 이를 위해 전국 17개 지역의 RISE 기본계획에제시된 추진전략을 분석하여, 대학-지역 협력을 통한 지역현안 해결 및 사회적 가치 창출 방안을 검토하였다.

분석 결과, RISE 참여 지역들은 자기 지역의 현안을 명확히 인식하고 지역 특화형 사업 기획·실행을통해 지역 가치 제고를 추구하고 있는 것으로 확인되었다. 또한 대학은 기존에 해결되지 못한 지역현안에 대응하고 지속 가능한 지역발전을 견인하는 핵심 행위자로서 기능할 수 있음이 나타났다. 다만본 연구는 국가 단위의 발전전략 및 정책 변화와 지역 단위 실행전략 간의 연계 메커니즘까지는 충분히다루지 못하였다는 한계를 지닌다. 후속 연구에서는 국가 정책 방향과 지역 실행전략 간의 상호작용을분석함으로써 RISE 사업의 장기적 함의를 보다 심층적으로 규명할 필요가 있다.

This study examines how the Regional Innovation System & Education (RISE) initiative enhances regional value through collaboration between universities and local communities.

This study is based on the premise that local universities play an active role in addressing diverse regional needs and responding to local challenges. It reviews RISE implementation strategies presented in the basic plans of 17 regions across Korea, focusing on approaches to addressing regional issues and promoting social development through university–region cooperation. By analyzing these regional strategies, this study investigates how RISE can serve as a foundation for creating regional value beyond the conventional goals of regional development and innovation. The findings indicate that the regions participating in the RISE initiative demonstrate a clear understanding of their local challenges and seek to enhance their regional value through region-specific project planning and implementation.

Moreover,universities can play a leading role in addressing unresolved regional issues and supporting sustainable regional development. Despite these contributions, this study does not fully consider the broader national development strategies or regional response mechanisms associated with evolving policy frameworks. Future research should examine the interactions between national policy directions and regional implementation strategies to better understand the long-term implications of the RISE initiatives.
