본 연구는 한국이민사박물관을 둘러싼 ‘기억의 정치’가 인천의 도시 정체성 형성과 상호작용하는 양상을분석하고, 이 과정에서 도시의 ‘출발 신화’가 어떻게 제도화되는지를 규명한다. 인천시는 20세기 초하와이 노동이민의 출발지라는 역사적 장소성을, 도시 위상 강화를 위한 ‘한국 최초이자 최고’의 권력적기제로 전유해왔다. 분석 결과, 이민사박물관은 ‘출발 신화’를 민족적 영웅주의에 입각한 단선적 공식서사로 제도화했고, 이 과정에서 여성·강제이주 피해자·해외 입양아·현대 유입 이민자 등의 '대항기억'은 구조적으로 주변화되었다. 최근 박물관의 송도 이전 논쟁은 월미도의 시민적 대항 기억과송도국제도시의 ‘글로벌 플랫폼 구축’을 지향하는 도시 권력의 공식 기억이 충돌하는 정치적 장으로드러난다. 이 사례는 한국 지방정부의 도시 브랜딩 욕망이 박물관 전시 서사를 직접 구조화함으로써대항 기억을 체계적으로 배제하는 방식을 구체적으로 보여준다는 점에서 기억 연구 및 박물관 연구에기여한다.

This study analyzes how the ‘politics of memory’ surrounding the Museum of Korea Emigration History interacts with the formation of Incheon's urban identity, and examines how the city’s ‘origin myth’ becomes institutionalized in this process. Incheon has appropriated its historical spatiality as the departure point for labor emigration to Hawaii in the early 20th century as a powerful mechanism of ‘Korea’s first and best’ to elevate its urban status. The findings reveal that the emigration museum institutionalized this ‘origin myth’ into a linear official narrative rooted in nationalistic heroism. In this process, ‘counter-memories’—including those of women, victims of forced migration, overseas adoptees, and contemporary incoming immigrants—were structurally marginalized. The recent controversy over relocating the museum to Songdo serves as a political arena where the civic counter-memories of Wolmido collide with the official memory of urban power, which aims to establish a ‘global platform’ in Songdo International City. This case contributes to the fields of memory and museum studies by demonstrating how the urban branding desires of South Korean local governments directly structure museum exhibition narratives, thereby systematically excluding countermemories.
