본 연구는 코로나19를 겪으면서 나타난 국내 관광산업의 지역별 회복력 차이를 규명하고자 한다.

Bruneau et al.(2003)의 회복력 측정 지표 4R, 신속성, 강건성, 자원동원성, 대체성 지표를중심으로 국내 17개 시도의 지역별 지수를 산출하고 Z-score로 전환하여 하현상·이석환(2016)의연구의 회복력 경로 중 어느 경로에 해당하는지 분류하였다. 연구 결과 첫째, 회복력 경로에서 Path 1은 신속성과 대체성 지수가 Path 3는 자원동원성 지수가 상대적으로 강하게 나타났다.

둘째, 지역별 경로 분류에서 동일 지역이라 하더라도 지수별로 상이한 경로에 속하는 경우가 존재하여 회복역량이 단일 전략으로 설명되기 어려움을 보여주었다. 그러나 이 연구는 회복력 경로에 영향을미친 구체적인 정책적 요인을 규명하지 못했다는 점에서 한계가 존재하며, 향후 사례연구와 회귀분석을 통한 후속 연구 보완이 필요하다.

This study investigates regional disparities in the resilience of the Korean tourism industry during the COVID-19 pandemic. By applying the 4R resilience framework (Rapidity, Robustness, Resourcefulness, and Redundancy) proposed by Bruneau et al. (2003), we calculated the resilience indices for provinces across Korea. These indices were converted into Z-scores to categorize the regional recovery patterns into three distinct resilience trajectories based on the framework of Ha and Lee (2016). The findings are as follows: First, regarding the resilience paths, Path 1 was strongly associated with Rapidity and Redundancy, while Path 2 and Path 3 were characterized by Resourcefulness and Robustness, respectively. Second, the analysis revealed that even within the same region, different indices often followed divergent paths, suggesting that resilience capacity cannot be addressed through a single uniform strategy. Despite these insights, this study has some limitations in identifying specific policy factors that influence resilience trajectories. Future research should complement these findings through case studies and regression analyses to elucidate the critical determinants of regional resilience disparities.
