The concept of agility refers to the rapidity with which nonprofit and public organizations respond to social problems. Using a case-study approach, we find several cases wherein nonprofit organizations exhibited agility in their response to the pandemic by quickly transitioning their services and adapting to collective action. However, this study also finds that nonprofit organizations still face inflexibility and limitations from government procedures that hinder their agility.

Based on these findings, we propose three categories of agile management and collaboration based on South Korea’s experience during the first large-scalewave of the COVID-19 pandemic. The three categories are: 1) entrepreneurial service provision and flexible implementation, 2) procedural simplicity, and 3)adaptive structure in collective actions.

애자일은 비영리조직이나 공공기관이 긴급하게 사회문제에 대응하는 것을 말한다. 본 연구는 코로나19 펜데믹 상황에서 비영리조직이 빠르게 서비스를 변경하거나 집단행동에 참여함으로써 민첩하게 관리하거나 협력하는 사례를 분석하기 위하여 사례연구방법론을 활용하였다. 본 연구는 비영리조직이 민첩한 관리나 협력을 행사하는 데에 방해가 되는 정부의 절차로 인해 한계와 경직성을 마주한 사례 또한 확인하였다. 코로나19 펜데믹 상황에서 한국의 경험에 대한 분석결과를 통해 우리는 애자일 관리와 협력에 대해 1) 기업가적 서비스의 공급과 유연한 실행, 2) 절차의 간결성, 3) 집단행동의 참여 등 세 가지 내용을 제안하고자 한다.
