Introduction
Between March 5 and 14, 2006, China held its fourth conference of the 10th National
People’s Congress 1 , which culminated in the publication of the “11th Five-Year
Guidelines on the National Economy and Social Development (2006-2010)” (from
hereon referred to as “11th Five-Year Guidelines”) on March 14. The 11th Five-Year
Guidelines sets out those factors that will be the most influential in shaping China’s
social and economic development over the next five years.
This report will briefly overview the essential elements/characteristics of the 11th Five-
Year Guidelines, with a particular focus on energy related policies.
